Correct Max Skill Ranks Extension

This is an extension created by E. Steev Ramsdell, for the d20 ruleset.
It updates the standard character skill tab, and the corresponding scripts, to fix a bug that existed in the d20 ruleset. In the original, skills were maxed out at a total of ranks + half ranks equal to level+3; however, that didn't accommodate proper multi-classing.
Compatibility
While this has not been tested, I assume that the extension will work with the Foundation ruleset, provided that the extension.xml file is properly updated.
